The scheme finances the training for unemployed or vulnerable groups (e.g. unemployed over 45) in relation to the labour market. Special courses to support vulnerable groups are considered eligible types of training. The scheme uses the resources of the funds collected for compulsory contribution to training due by all companies (the fund is collected by the National Institution for Social Welfare - INPS). Eligible costs include training plans and training fees.

- The scheme uses the resources of the funds collected for compulsory contribution to training due by all companies (the fund is collected by the National Institution for Social Welfare - INPS). The State, through the Ministry of Labour, allocates resources to regions. Regions use resources for training, as the Italian training system is implemented at the regional level.

- The National Institution for Social Welfare collects the compulsory funding from enterprises, and pass the amount established by the yearly Budget Law to the State (Ministry of Labour), which transfer the financial resources to Regions. Regions, on the basis of their plans and programme, use the funds for training.
