Short description

Private legal entities, state and municipal enterprises in a partnership with licensed vocational training providers, business associations, private legal entities, chambers of commerce, industry, and crafts are considered eligible groups for this scheme. The purpose of this measure is to ensure continuous maintenance of the qualification level of employees, their professional mobility, and their ability to quickly reorient to the activities of another sector of the economy. Companies can choose an effective form of employee training, e.g. apprenticeships. The maximum possible amount of project funding is EUR 360 000 with a co-funding rate of 50-70% of EU funding. Eligible costs are broad, including salary costs for teachers, travel expenses, etc. Preferential treatment is established depending on the company size and for employees from vulnerable groups.

Operation/management
The projects are governed under the framework of the implementation of the EU structural fund support programmes. The principle of competition in selecting the projects and allocation of support is applied. Under this measure, calls for proposals for funding are published for companies. The ESFA evaluates the applications and the Ministry makes the final decision on the financing of the project.
Eligible group(s)
Private legal entities, state and municipal enterprises. Potential partners are licensed vocational training providers, business associations, private legal entities, chambers of commerce, industry, and crafts.
Group(s) with preferential treatment
Micro and small enterprises are eligible to the highest EU co-funding rate (up to 70%), while medium enterprise can receive up to 60% of EU co-funding (up to 70% if trainees are workers having disabilities), and large enterprises receive up to 50% (up to 60% if trainees are workers having disabilities).

Financing formula and allocation mechanisms
Companies meeting pre-determined criteria can apply for the grant. EU co-funding rate depends on the company's size. - Micro or small enterprise are eligible for up to 70% of EU funding - Medium enterprise up to 60% of EU funding (up to 70% if trainees are workers with disabilities) - Large enterprises up to 50% of EU funding (up to 60% if trainees are workers having disabilities). The maximum amount of funding available to one company is EUR 360 000. The maximum amount of funding available for trainee is EUR 1 500. The last (4th call) did not set the maximum amount of funding available for trainee.
Eligible costs
Eligible costs: - Teachers' salary costs when paid for the hours that teachers participate in training. - Travel expenses of teachers and trainees directly related to the project in the Republic of Lithuania. - Expenditure on the purchase of materials and supplies directly related to the project, which are classified as current assets. - Depreciation (amortization) costs of fixed assets belonging to the project promoter or partner on a pro-rata basis. - Necessary accommodation costs for trainees. - Expenditure on trainees for the hours of work that trainees take part in the training. The remuneration of trainees, paid in accordance with point 50 of the Description, is only eligible as an own contribution from the applicant and/or partner. - Costs of consulting services (organization and implementation of training) related to the training project. - Costs of organizing the assessment of competencies of graduates and competence assessment. - Costs of training company employees (employers' foremen) on how to work with an apprentice.
