Description
This paper furthers a better understanding of the group of NEETs. It investigates whether young people not in employment, education or training identify with the common label of NEETs, despite difference in terms of key characteristics such as educational levels, gender and/or age. Using both qualitative and quantitative research methods, the authors identify a shared NEET identity in countries with high NEET rates. The prevalence of NEETs is the key factor influencing this NEET identity, suggesting that it depends on economic cycles rather than country specific or cultural factors.
