To address this, the brief advocates for embedding learner participation in governance structures, diversifying participation mechanisms to reach all students, and ensuring transparent follow-up so that engagement translates into tangible change. Investing in staff capacity and well-being support is also identified as essential for enabling meaningful dialogue with learners.
