Authentic learner engagement

This policy brief focuses on learner engagement as a fundamental driver of school success, well-being, and democratic participation. It highlights that across many European education systems, student voice remains largely symbolic, with little real influence over decisions that shape learning and school life. To address this, the brief advocates for embedding learner participation in governance structures, diversifying participation mechanisms to reach all students, and ensuring transparent follow-up so that engagement translates into tangible change. Investing in staff capacity and well-being support is also identified as essential for enabling meaningful dialogue with learners.
