There are 3 groups which may apply for the grant: job applicants, job seekers and employers seeking re-skilling of their employees. The overall condition for eligibility is registration in PES databases. Specific conditions may include a sufficient prior qualification level or positive outcome of skill needs analysis by PES. The eligible education and training activities include vocational courses aimed at deepening or upgrading of qualifications, re-training/re-skilling. The public funding may cover up to 100% of training costs up to a certain amount. For PES determined re-qualification, the maximum amount (stipulated by the Ministry of Labour) is 65% of the national average monthly income in the first 3 quarters of previous year. In case of re-qualification by job-seeker's own choice, the maximum amount of reimbursement is EUR 1 818 over a 3-year period.

Three general eligible groups: job applicants (uchazeči o zaměstnání), job seekers (zájemci o zaměstnání), employers seeking re-skilling of staff. The overall condition for eligibility is registration in PES databases. Specific conditions may include sufficient prior qualification level, positive outcome of skill needs analysis by PES.

Vocational training aimed at deepening or upgrading of qualification, re-training, re-skilling, updating of skills and competences.
According to Act 435/2004 on Employment, Para 108, Part 1: Re-qualification is understood as gaining new qualification, upgrading, broadening or deepening of prior qualification, including updating and renewal of skills and competences. Re-qualification is also gaining first qualification by a person who had no prior formal qualification. When defining content and extent of re-qualification, the following factors are taken into account: prior qualification, health conditions, skills, competences and experience of a physical person to be re-qualified through gaining new theoretical knowledge and practical skills in the frame of continuing vocational education.

In case of PES determined re-qualification, there is a maximum amount stipulated by the Ministry of Labour: it is 65% of the national average monthly income in the first 3 quarters of previous year. In 2014, the average income gross was CZK 25 686. Therefore, the maximum amount would be equivalent to EUR 642.
in case of re-qualification by job-seekers own choice (i.e. not determined by PES but by the person alone) the maximum amount of reimbursement is EUR 1 818 over a 3-year period.The money is transferred to training provider upon competion of the course.
The learner may be requested to cover the traning costs in case of violating relevant rues such as mandatory presence at the course.
