SMEs can apply for this grant covering all types of training available in the Database of Development Services administered by the Polish Agency for Enterprise Development. Co-funding rates vary from 50% to 80% of the total cost of the service depending on the type of support (voucher, reimbursement of costs). Training programme to be provided to employees or employers is chosen by the employer (in line with company's needs) or in cooperation with consultants from the regional operators.

- Objective(s) and target(s)
- The instrument takes advantage of experiences collected during the implementation of previous financial perspectives (2007-2013) with regard to providing training and consultancy support for companies, especially SMEs. An important role in the design of the instrument played a pilot project managed by the Regional Labour Office in Krakow, in which a demand-driven approach to co-financing training activities in SMEs was tested. The official rationale of the instrument is that the most effective support for companies in terms of human capital development is co-financing this development (training) activities, which are pointed by companies themselves, and thus linked to specific needs of individual companies

- Entity Financing System is in fact a distribution scheme for funds from the ESF and national resources allocated to supporting the development of entrepreneurs and employees. Goals, rules, and mode of the operation of the system in each region were defined in the Regional Operational Programmes for 2014-2020. Marshall Offices are responsible for money disbursement, which is managed by the regional operators selected under ROP in the framework of the projects. Regional operators cooperate with enterprises, which receive co-financing for development services on a tender basis. The important condition is related to the fact, that companies may take advantage of development services provided only through the Database of Development Services, which is managed by the Polish Agency for Enterprise Development

- Only micro, small and medium-sized companies (MSMEs), which have the headquarter in a given region. Some sub-regions require, as additional elibility criteria, that the enterprise must operate in brach identified as strategic for this sub-region.

- Preferential treatment (in terms of higher co-financing) applies to: - Micro and small companies. - Companies in branch/sector identified as smart regional specializations; or with high growth/development potential. - Companies in smaller towns and towns which are losing their socio-economic functions. - Companies which undertook consulting services with regard to the company's development needs, under the Action 2.2. of the Operational Programme Knowledge Education Development. - Companies which are going to provide training to employees 50+, low-skilled workers, women. - Companies which are going to provide training which leads to acquiring qualifications defined in the Integrated System of Qualifications.

- All types and kinds of training available in the Database of Development Services administered by the Polish Agency for Enterprise Development, including: - Programmes leading to a formal qualification (formal education) allowing to obtain a qualification of ISCED 3-6 level; - General courses (e.g. language courses); - Occupational courses connected to the present economic activity of the participant; - Occupational courses of all kinds.

- Companies meeting pre-determined criteria can submit the application and sign a contract with a regional operator. The co-financing varies from 50% to 80% of the total cost of the training services available in the Database of Development Services and can take three forms: vouchers (3 regions), cost reimbursement (10 regions), or pre-paid accounts (1 region - Slaskie). There are tiny differences in financing procedures among these forms, however, the common elements are following: the company must sign a contract with the so-called regional operator (institutions selected to manage the system and provide financing); the company (and each person taking part in training) registers in the Database of Development Services; the company/employee chose training/consultancy activities from the Database of Development Services (DDS) and undertake the training. Regular course attendance and confirmation that the development service was carried out in accordance with the programme are required in order to remain the costs of educational activities eligible for co-funding.
