The coronavirus pandemic has made it clear that it is crucial to have an effective system when a crisis occurs.

The objective of this measure is to ensure better management of future crises. An efficient knowledge base about both the causes of the crisis and its consequences is essential for making good decisions. The government is working to improve the knowledge system to deal with crises.

Description

What/How/Who/For whom/When of the policy development in detail, explaining its activities and annual progress, main actors and target groups.

Two expert groups were established in March 2022 to work on proposals to ensure better analysis and statistics of data in times of crisis for all, including vocational education and training. The problem needs to be described and the consequences of measures have to be discussed before implementation. This requires relevant data. One expert group worked on:

  1. compiling regulations related to collecting, sharing and using data;
  2. describing how such regulations are applied in practice and suggesting possible simplifications;
  3. assessing whether the regulations can facilitate wider or faster access to data.

The second group worked on assessing the ethical aspects of using and conducting randomised trials on measures before implementing on them fully.

In June 2022, the expert groups delivered their reports and proposed:

  1. clarifying regulations and assessing the need for a separate law on sharing and use of data in non-crisis times;
  2. testing relevant measures on a small scale to prepare for upscaling;
  3. ensuring that knowledge and data handling are part of the emergency plans in all sectors;
  4. strengthening the capacity to build and use registers for preparedness in crises;
  5. providing faster access to real-time and raw data in both, normal and crisis, situations and investing in infrastructure for receiving and processing large amounts of data;
  6. developing joint solutions to ease data exchange between municipalities and central authorities and provide easier access to data from public registers.

A core group of several ministries, together with the Ministry of Education and Research, and directorates examined the proposals. This focus on use of data was included as one of the topics in the new long-term plan for research and higher education presented by the Ministry of Education and Research, in autumn of 2022.

Thematic categories capture main aspects of the decision-making and operation of national VET and LLL systems. These broad areas represent key elements that all VET and LLL systems have to different extents and in different combinations, and which come into focus depending on the EU and national priorities. Thematic categories are further divided into thematic sub-categories. Based on their description, policy developments can be assigned to one or several thematic categories.

Governance of VET and lifelong learning

This thematic category looks at existing legal frameworks providing for strategic, operational – including quality assurance – and financing arrangements for VET and lifelong learning (LLL). It examines how VET and LLL-related policies are placed in broad national socioeconomic contexts and coordinate with other strategies and policies, such as economic, social and employment, growth and innovation, recovery and resilience.

This thematic category covers partnerships and collaboration networks of VET stakeholders – especially the social partners – to shape and implement VET in a country, including looking at how their roles and responsibilities for VET at national, regional and local levels are shared and distributed, ensuring an appropriate degree of autonomy for VET providers to adapt their offer.

The thematic category also includes efforts to create national, regional and sectoral skills intelligence systems (skills anticipation and graduate tracking) and using skills intelligence for making decisions about VET and LLL on quality, inclusiveness and flexibility.

Coordinating VET and other policies

This thematic sub-category refers to the integration of VET into economic, industrial, innovation, social and employment strategies, including those linked to recovery, green and digital transitions, and where VET is seen as a driver for innovation and growth. It includes national, regional, sectoral strategic documents or initiatives that make VET an integral part of broader policies, or applying a mix of policies to address an issue VET is part of, e.g. in addressing youth unemployment measures through VET, social and active labour market policies that are implemented in combination. National skill strategies aiming at quality and inclusive lifelong learning also fall into this sub-category.
