The Ministry of Education, Culture and Science is responsible for the overall management of the instrument. SBB (Samenwerkingsorganisatie Beroepsonderwijs Bedrijfsleven) is responsible for monitoring/evaluation and day-to-day operation. The Netherlands Enterprise Agency (part of the Ministry of Economic Affairs) is also involved in the management of the instrument.

The instrument funds only apprenticeship. It applies to EQF 2-5 levels.
The grant is targeted at BBL students (MBO) and provided to certified learning companies. On top of this, also apprenticeships for other students are eligible: VMBO (secondary school), HBO (higher VET, only technical, agricultural, nature sectors), PhD students, technological designers.- Source of financing and collection mechanism

The maximum amount of the grant is EUR 2,700 per apprentice per year. Funds are disbursed to all eligible applicants on the basis of the legal entitlement. The more applications there are, the less budget available.
In total EUR 205 million is available annually (EUR 188,9 million is reserved for BBL students (MBO) per year till 2019).
Companies apply when the apprenticeship training is completed (thus, no withdrawals).

Any type of costs borne by employers in relation to apprenticeship. The 'Subsidieregeling Praktijkleren' is a general compensation; companies are free to use this money.

In the college year 2015/2016, the public funding amounted to EUR 187,383,765 (EUR 184.083.232 for BBL students (MBO)).

In 2015/2016, the number of companies' application for a grant was 26,532 (BBL: 20,863).
The number of learning places subsidised increased over the years from 82,433 in 2013/2014, to 85,840 in 2014/2015, and 86,820 in 2015/2016. The number of grants from the MBO sector (upper secondary VET) is highest (total of 85,341), while this is 810 for professional higher education (BA), 628 for university (MA), and 41 for the VMBO (lower secondary VET). The number of rejected applications has decreased in the last year. The total available budget is not completely allocated (especially for VMO, HBO and university). The sectors for which most applications are received are Healhtcare (31%) and Technique and Process Industry (19%). 67% of the learning companies have less than 25 employees, while 29% have between 25 and 250 employees. The remaining 5% are companies with more than 250 employees. This balance is stable of the years. For 2016, there are 1.575 new applicants (who never applied before).

The "Subsidieregeling Paktijkleren" replaced the "Wet Vermindering Afdracht Loon belasting" (law for the reduction of income tax) as of 1 January 2014.
