The Euroguidance network brings together lifelong guidance counsellors in European countries. Slovenia has been a member of Euroguidance for 20 years.

Objectives

Goals and objectives of the policy development.

The National Vocational Information and Counselling Centre (Euroguidance Slovenia) offers expert help for guidance practitioners in employment and education sectors and promotes learning mobility among guidance practitioners. Euroguidance Slovenia coordinates career centres of the Employment Service of Slovenia that are available around the country. Career centres provide information needed for planning further education or employment and to those who need assistance in decisions about career planning.

Euroguidance Slovenia activities include:

  1. collecting information on careers, labour market, education and employment possibilities (these are available free of charge in Euroguidance Slovenia library and career centres around Slovenia);
  2. establishing and maintaining careers database, video clips about careers and information on education possibilities and financial aid;
  3. providing guidance tools such as the Where and How online guidance programme;
  4. organising training of guidance practitioners, study visits and other exchange programmes;
  5. active participation as hosting and sending organisation in the Academia network where possibilities are provided to guidance counsellors from employment and education to participate in practical training in European Union countries.
2020
Implementation

In 2020, the following was achieved:

The Where and How (Kam in kako) online tool for exploring, developing and upskilling the career options was updated. The tool is intended for adults and students alike. This interactive and user-friendly tool enables and offers an overview of the lists of suitable professions selected from user answers; additional information about the professions of interest, their characteristics, skills needed for them and how to acquire the latter; comparison of the proposed professions to help decide on the right one; a possibility of making a career plan and sending questions to a consultant.

The Employment or further education brochure was updated.

An online conference to commemorate 20 years of the Euroguidance network membership took place.

2021
Implementation

In 2021, the Employment or further education brochure was updated, as well as online tools and manuals for career. 18 new descriptions of professions were prepared. A monthly Euroguidance newsletter was published.

2022
Implementation

The 2022 activities included:

  1. the organisation of an international conference entitled ,Digitalisation and professionalisation in lifelong career orientation, in cooperation with the National Coordination Point for Lifelong Career guidance (Employment service of Slovenia)
  2. the update of the ,When and how, manual with new professions;
  3. the issuance of the ,Employment or further education, booklet;
  4. the issuance of the ,Widen your horizons, manual for career counselors in collaboration with other partners like Europass.
2023
Implementation

Euroguidance Slovenia activities in 2023:

  1. The ,Where and how, manual was updated with new professions, and promotional activities were carried out.
  2. Online training was organised for career advisors of the Employment service of Slovenia on the Europass portal in cooperation with Europass Slovenia.
  3. The lifelong career orientation newsletter was issued, offering information on the labour market and career guidance.
  4. Euroguidance, Europass, and EQF cooperation activities included the establishment of a joint working group bringing together Euroguidance, Europass, and the Slovenian Qualifications Framework (SQF) to coordinate their efforts. The collaboration also featured the publication of two newsletters (e.g. on microcredentials), a webinar titled ,Online Guidance Tools that Prepare Young People for Career Transitions, and a study visit to Austria.
  5. JUMP-cards, launched to facilitate discussions on employment, education and citizenship, including distribution of cards to education and employment advisers, along with tips and examples for their use.
  6. Three proceedings were published: Advice for mobility, lifelong guidance in Slovenia, and Employment or further education 2023 - a handbook for secondary school students and guidance workers.
2024

  1. The ,Where and how, manual (website) was updated with new professions, and promotional avtivities were carried out.
  2. Webinars were organised for career counsellors in employment and education.
  3. A Lifelong career orientation newsletter was issued focusing on the labour market.
  4. Euroguidance, Europass and EQF cooperation continued with a working group, a newsletter and a joint seminar on ,Career path of the future,.
  5. The JUMP-cards initiative continued. jump-starting the conversation on employment, education and citizenship, including distribution of cards to education and employment advisers, along with tips and examples for their use.
  6. Three Proceedings were published: Advice for mobility, Lifelong guidance in Slovenia, Employment or further education 2024 - a handbook for secondary school students and guidance workers.

Thematic categories

Thematic categories capture main aspects of the decision-making and operation of national VET and LLL systems. These broad areas represent key elements that all VET and LLL systems have to different extents and in different combinations, and which come into focus depending on the EU and national priorities. Thematic categories are further divided into thematic sub-categories. Based on their description, policy developments can be assigned to one or several thematic categories.

Supporting lifelong learning culture and increasing participation

Lifelong learning refers to all learning (formal, non-formal or informal) taking place at all stages in life and resulting in an improvement or update in knowledge, skills, competences and attitudes or in participation in society from a personal, civic, cultural, social or employment-related perspective (Erasmus+, Glossary of terms, https://erasmus-plus.ec.europa.eu/programme-guide/part-d/glossary-common-terms). A systemic approach to CVET is crucial to ensure adaptability to evolving demands.

This broad thematic category looks at ways of creating opportunities and ensuring access to re-skilling and upskilling pathways, allowing individuals to progress smoothly in their learning throughout their lives with better permeability between general and vocational education and training, and better integration and compatibility between initial and continuing VET and with higher education. Individuals should be supported in acquiring and updating their skills and competences and navigating easily through education and training systems. Strategies and campaigns that promote VET and LLL as an attractive and high-quality pathway, providing quality lifelong guidance and tailored support to design learning and career paths, and various incentives (financial and non-financial) to attract and support participation in VET and LLL fall into this thematic category as well.

This thematic category also includes many initiatives on making VET inclusive and ensuring equal education and training opportunities for various groups of learners, regardless of their personal and economic background and place of residence – especially those at risk of disadvantage or exclusion, such as persons with disabilities, the low-skilled and low-qualified, minorities, migrants, refugees and others.

Promotion strategies and campaigns for VET and lifelong learning

This thematic sub-category refers to initiatives that promote VET and lifelong learning implemented at any level and by any stakeholder. It also covers measures to ensure and broaden access to information about VET to various target groups, including targeted information and promotional campaigns (e.g. for parents, adult learners, vulnerable groups). Among others, it includes national skill competitions and fairs organised to attract learners to VET.

Lifelong guidance

This thematic sub-category refers to providing high-quality lifelong learning and career guidance services, including making full use of Europass and other digital services and resources.
