Short description

Companies located in Wallonia region can apply for public contributions to their training costs in the form of hourly flat-rate financial subventions per worker (6 per worker). FOREM, the regional Public Employment Service (PES) of Wallonia, is the body responsible for the management of this instrument. Training eligible should maintain or develop competencies of employees. The maximum amount that can be received is EUR 80 000 per firm per 2 year period. There is a maximum of 150 hours (average per employee) in a period of a minimum of 1 year and a maximum of 2 years. SMEs and businesses located in the so-called "development areas" receive additional funding.

FOREM, Regional Public Employment Service (PES) Wallonia, is the body responsible for the management of this instrument. Firms have to apply to FOREM to participate to this scheme before the start of the training. They also can contact a FOREM consultant for informaiton and guidance.

All companies in Wallonia are eligible for this instrument, except for non-profit companies.

SMEs and businesses located in the so-called "development areas" receive additional funding.

The training courses should last a maximum 150 hours on average per worker over a period of 1 year minimum to 2 years maximum.Training eligible should maintain or develop competences of employees.

The funding of this instrument comes from Regional authorities: Walloon government and the PES (Forem).
Financing formula and allocation mechanisms
The credit-adaptation is an hourly flat-rate financial intervention per worker: 6 per hour per worker or 9 per hour per worker for SMEs (fewer than 250 employees and an annual turnover not exceeding 50 000 000 or an annual balance not exceeding 43 000 000). A minimum of at least 3 employees have to be involved.If the head office of the business office is located in a 'development area' recognised by the Walloon Region, the hourly rate is increased respectively to 7 (6+1) or 10 (9+1) EUR. The calculation of compensation is based on company's annual or bi-annual training plans and invoices received by the companies detailing number of hours of training delivered. Within one funding period of two years there is a budget ceiling fixed. The same company cannot benefit from a contribution exceeding 80 000 per 2-year period from the date of the signing the agreement. 50% of the grant is transferred directly to a company upon submission of training plans (advance payment) and 50% upon completion of training plans (reimbursement). Le Forem performs checks on documents received. De-minimis regulation is applied.
