Short description

Companies in all sectors, apart from those operating in agriculture and the coal industry, can apply for the grant to cover their training costs. The costs are reimbursed depending on the size of the company: 80% for small companies, 70% for medium companies and 60% for big companies. A 10% pre-financing is available. Maximum amount that company may receive is EUR 200 000 over a period of 2 years.

The target estimated for the end of 2015 for the MID 3.2: 276 000 employees to participate in CVT programmes. Quota allocated for the whole State/minimis support scheme: EUR 142 million.

Financing formula and allocation mechanisms

Reimbursment of 80% (for small companies), 70% (for medium companies), 60% (for big companies) of traning costs.
When vulnerable groups are involved, grant may be inreased by 10%, without overpassing 80%.
A 10% pre-financing is available.
De-minimis regulation is applied.
Maximum amount that company may receive: EUR 200 000 over a period of 2 years; minimum amount: EUR 10 000.

Allocation: via call for proposals for grant projects (only two calls were launched: 77 and 78, in 2009). Projects describing measures dedicated to skills improvement of their employees, elaborated by companies according to conditions defined in the call for proposals are evaluated by independent evaluators against publicly acknowledged criteria. The projects found eligible are financed on the first come, first served principle. Final reimbursement of the costs depends on the attainment of the indicators.

In 2010, EUR 34 680 000 was the sum of contracted money in the calls no. 77 and 78. However, this was not actually spent. The scheme was launched in the 3rd and 4th quarters 2015, with a total amount of EUR 90 000 000 (80% of the State support and 20% of the minimis support allocated money): EUR 90 000 000 for 3 eligible regions (Center, South East and South Muntenia); EUR 120 000 000 for 6 eligible regions (Bucureşti-Ilfov, North-Est, Nord-West, West, South-West Oltenia); EUR 22 000 000 dedicated to enterprises for skills improvement, only up to 30% being allocated to big enterprises.

Recent changes

New definition of the State/minimis support in 2014, clearly applied for social economy structures. Share of prefinancing allowed from national resources dropped from 45% to 10% and the disbursement rules were enhanced. A new definition of the instrument within the new Operational Programme Human Capital 2014-2020 is to be launched, according to a new regulation on the State/minimis support for companies.
