Short description

According to a binding collective agreement, companies in the construction sector contribute a fixed share of their yearly contribution to social security to the training fund (in 2015, 0.35%). The fund co-finances companies´ training in the fields of health and security management. The Construction Labour Foundation uses the funds to provide training in its own training centres or in companies.

To promote vocational training, the improvement of health and security at work, as well as increase professional qualification in the sector, so as to professionalise and dignify the different professions and jobs in the construction sector.

The Construction Labour Foundation includes unions and employers' representatives which agree on the terms of the collective agreements, including quotas for training.

Source of financing and collection mechanism

Companies pay quotas to the Foundation (these are percentages based on each company yearly contribution to social security; the percentage for each year is determined by the social partners; in 2015: 0.35%). Public administrations provide funds to the Foundation through calls for grants, contracts and agreements.

Financing formula and allocation mechanisms

Employers only fund around 40% of the training costs.
A maximum of 10% of the personnel in a company can participate each year in training (or 1 worker in case of companies with less than 10 employees).

Allocation: Companies meeting pre-defined criteria best are funded.
