Description
This first ILO report on public employment services focuses on the role of such services in mitigating the effects of the COVID-19 crisis and potentially future crises on the labour market. The report moreover looks into the strategies these institutions have deployed over the past 20 years to address changing needs. This also includes the fact that public employment services must increasingly deal with a more complex clientele outside the labour force such as those not in employment, education or training (NEET). The report emphasises that integrating employment services within a comprehensive policy and legal framework, along with ongoing capacity-building endeavours, promotes effectiveness and long-term sustainability. Furthermore, it highlights the significance of synergies and harmonisation among employment services, active labour market policies, social protection policies, and systems.
