Published every two years, this capacity report provides an EU-wide overview of the evolving role of Public Employment Services (PES) in 2025, with a special focus on the reinforced Youth Guarantee, alongside two additional themes: skills-based approaches and the role of PES in addressing labour shortages.
Drawing on PES data collection, it highlights both overall trends at European level and concrete actions taken on the ground. The report shows that PES are increasingly involved in managing and delivering the reinforced Youth Guarantee, particularly through outreach, tracking and early warning systems, and the use of profiling tools to tailor individual action plans. It also identifies the main barriers young people face when entering the labour market, notably skills mismatch and lack of work experience.
