What/How/Who/For whom/When of the policy development in detail, explaining its activities and annual progress, main actors and target groups.

A national team of ECVET experts is in place since 2014 to promote general understanding of ECVET principles and provide informative support to vocational schools.

In 2017-18, several seminars and an international conference were organised with the participation of ECVET experts on the practical application of ECVET principles. In 2018, ECVET National experts prepared the e-brochure Why ECVET, and organised a webinar addressed to representatives of vocational and adult education, teachers, policy makers, social partners, including employers.

In 2019, VIAA actively continued to promote and enhance progress toward the application of ECVET principles in the country. In close cooperation with National team of ECVET experts, new tools and methods were used: four regional seminars (Kurzeme, Kuldiga on 22 August 2019; Zemgale, Ogre on 10 June 2019; Latgale, Daugavpils on 17 October 2019; and Vidzeme, Cesis on 4 November 2019); video-recording; Skype ppt; stock-taking and upgrading of ECVET web page; and dissemination in the ECVET Europe Magazine. VIAA provided training and advice during information and kick-off meetings for Erasmus+ Mobility project applicants and beneficiaries. A national seminar ECVET and geographic mobility: step by step was organised on 25 September 2019. The VIAA webpage has been regularly updated and provides useful, well-structured information on ECVET topicalities, materials, and presentations.

Implementation

The Erasmus+ LV National Agency for Education and Training (VIAA) continued to coordinate the work of the national team of four ECVET experts. 2020 was the last year of the ECVET annual activity plan implementation within Erasmus+ (2014-20) programme. The emphasis was put on promoting ECVET as an essential facilitating instrument to ensure the qualitative aspects of VET mobility content implementation for institutions both with and without VET mobility charters. It was executed in close context with VET reforms, including VET programme modularisation. A comprehensive e-material, ECVET: for mobility implementation quality has been developed and is meant to serve as practical guide for quality of VET mobility implementation defining and using learning outcomes, their assessment, validation and recognition procedures in the current Erasmus+, as well as looking forward to the next Erasmus+ period (2021-27). It is available online in pdf version as well as in convenient 'issuu' tool format. A training webinar of the developed material took place by Zoom on 21 December 2020; a video recording is available for further examination by all interested parties. Training and advice were given in Erasmus+ KA1 VET Mobility final beneficiaries kick-off on-line webinar on 28 September 2020, concentrating on mobility implementation quality issues facilitated by ECVET.

The ECVET expert overview on ECVET LV achievements was delivered in the Erasmus+ (2014-20) LV results dissemination conference Role of Erasmus+ in education modernisation and implementation of the reforms (online format, more than 300 participants) on 17 December2020. Cooperation with policy makers, other institutions and networks was successfully continued, promotion of ECVET continuously done in coordination with other European instruments, such as participation in the annual EU LV networks meeting on 24 September 2020. All ECVET LV materials, presentations, video recordings, articles, for the period 2014-20 were supplemented annually and available in the ECVET section of the VIAA webpage. Information on ECVET topicalities, materials, presentations and news were regularly disseminated for the ECVET e-community (~360 contacts).

ECVET team activities were completed in 2020. 2021 was a transition period to new forms and content of work for VET experts in relation to the Council recommendation of 24 November 2020 on vocational education and training for sustainable competitiveness, social fairness and resilience (2020/C 417/01).

Thematic categories

Thematic categories capture main aspects of the decision-making and operation of national VET and LLL systems. These broad areas represent key elements that all VET and LLL systems have to different extents and in different combinations, and which come into focus depending on the EU and national priorities. Thematic categories are further divided into thematic sub-categories. Based on their description, policy developments can be assigned to one or several thematic categories.

Transparency and portability of VET skills and qualifications

European principles and tools, such as EQF, ESCO, ECTS, Europass and ECVET, provide a strong basis for transparency and portability of national and sectoral qualifications across Europe, including the issuing of digital diplomas and certificates.

This thematic category looks at how individuals are supported in transferring, accumulating, and validating skills and competences acquired in formal, non-formal and informal settings – including learning on the job – and in having their learning recognised towards a qualification at any point of their lives. This is only possible if qualifications are transparent and comparable and are part of comprehensive national qualifications frameworks. Availability of qualifications smaller than full and acquirable in shorter periods of time is necessary; some countries have recently worked on developing partial qualifications, microcredentials, etc.

Using EU transparency tools (EQF, Europass, ESCO, ECTS, ECVET principles)

This thematic sub-category refers to the application of EU transparency tools that allow recognition of qualifications among EU Member States (EQF, Europass, ESCO, ECTS). Among others, it includes linking national VET platforms and databases to Europass in accordance with the Europass Decision and EQF Recommendation and the use of the ECVET principles and tools, such as memoranda of understanding or learning agreements applied in mobility actions. The sub-category also covers measures on recognition of foreign/third-country qualifications for specific target groups, e.g. migrants or highly skilled professionals.

European and international dimensions of VET

This thematic category covers both European and international cooperation in initial and continuing VET, aimed at promoting EU VET systems as a European education and training area and making it a reference for learners in neighbouring countries and across the globe.

Expanding opportunities and increasing participation of VET learners, young and adult, and staff in international mobility for learning and work, including apprenticeship and virtual and blended mobility, account for most initiatives in this thematic category.

Apart from established and financially supported EU cooperation, VET opens up to cooperation and promotion of European values and national practices beyond the EU, which is becoming a trend. This thematic category also encompasses internationalisation strategies, transnational cooperation projects and initiatives – including those where joint VET programmes, examinations and qualifications are developed – and  participation in international skills competitions that promote the image of VET. Using international qualifications – awarded by legally established international bodies or by a national body acting on behalf of an international body – in the national VET systems and recognising them towards national qualifications is also in focus.

VET internationalisation strategies

This thematic sub-category refers to developing internationalisation strategies supporting a strategic approach to international cooperation in VET and lifelong learning, including going beyond the EU.
