Specific vulnerable groups - young people from 15 to 29 years older people without education, qualification, and work experience, and unemployed persons aged over 50 - can apply for the grant. For the first group, the eligible education and training activities include training for acquiring a professional qualification in the field of landscaping and nursing. For the second group, training in teamwork, as well as training for acquiring a professional qualification in the profession as a nursing attendant, are eligible. Eligible costs include tuition fees/ fees for participation (external providers), costs for training materials (e.g. books), fees, and other costs related to education and training (e.g. work clothes, resources needed at the workplace. The public co-funding is fixed with an absolute amount of money and may cover up to 100% of the education and training costs. National budget covers the costs for training, Confederation of Independent Trade Unions in Bulgaria (CITUB) covers expenses for work clothes, means of labour, etc.

Specific training for concrete jobs: For the purposes of this procedure, "specific training" shall mean training which simultaneously meets the following conditions: • includes training that is directly and principally applicable to the employee's current or future position in the enterprise; • provides a qualification that can only be used to a limited extent in other enterprises and / or areas of activity / economic sectors; • falls outside the scope of the vocational education and training system and outside the scope of training for the acquisition of key competence according to the Decree of the Council of Ministers 280/2015. 2. Providing training for acquiring or raising the professional qualification / but not higher than the third qualification degree / to persons from the target groups, according to the individual characteristics of the person and the specifics of the workplace; 3. Providing training for the acquisition of key competencies of persons from the target groups, according to the individual characteristics of the person and the specifics of the workplace; 4. Inclusion of unemployed and / or inactive persons in non-subsidized employment with an employer, after successful completion of training(s); 5. Providing opportunities for flexible forms of employment (part-time work, job rotation, floating work, promotion of telework, etc.) for employees of the employer, for the period of training.

- National budget covers the costs for training, Confederation of Independent Trade Unions in Bulgaria (CITUB) covers expenses for work clothes, means of labour, etc.

- The funding is fixed with an absolute amount of money for each training course. The funding covers up to 100% of the education and training costs. Subsidies are provided as advance payment; money is transferred to education and training provider. Eligible costs: - education fees: covered by the State budget - work clothes, safety, resources needed at the workplace: covered by CITUB
