Employed and unemployed persons (in the age group of 15-65) without completed primary school registered in the unemployment register, applying for the grant, can receive the lump-sum payment, covering the training costs. The funding amount depends on the education period. For example, for the first educational period, the learner can receive the funding of HRK 500 (approx. EUR 67) if takes an exam based on the consultation received, HRK 1 200 (approx. EUR 161) in the case when the teaching is delivered through a consultative-constructional teaching approach, HRK 1 800 (approx. EUR 242) in the case when the learner regularly participates in the teaching process. The individual (the learner) can finish more than one educational period in one calendar year meaning that the learner can receive more than one funding for education and training in one calendar year. The funding is provided by the Croatian Ministry of Science and Education.

- Adult education institutions that have a permit for the implementation of primary adult education provide information on the groups of participants to the county administrative departments in charge of education. Those county administrative departments require the Ministry of Science and Education approval to begin implementing the program. Once the consent is obtained, the institutions start with the implementation of the educational programme. Upon completion of each educational period, the Ministry of Science and Education covers the costs of completing primary school and training for simpler jobs in certain occupations. The Agency for Vocational and Adult Education and Training monitors the implementation and conducts training of teaching staff involved in adult education processes.

- All individuals, applying for the grant, can receive the lump-sum payment, covering the training costs. The funding amount depends on the education period. For example, for the first educational period, the learner can receive the funding of HRH 500 (approx. EUR 67) if an exam based on the consultation received is taken, HRK 1 200 (approx. EUR 161) in the case when the teaching is delivered through a consultative-constructional teaching approach, HRK 1 800 (approx. EUR 242) in the case when the learner regularly participates in the teaching process. The amount of funding increases towards the sixth educational period (eight-year of primary education): the learner can receive the funding of HRK 1600 if an exam based on the consultation received is taken, HRK 2 500 in the case when the teaching is delivered through a consultative-constructional teaching approach, HRK 3 400 in the case when the learner regularly participates in the teaching process. Costs for the education and training for simple jobs in an occupation vary between HRK 2 250- 2 500. Costs for education and training are paid directly to the adult education institution upon the participant's successful completion of education. Regular course attendance is also required. The individual (the learner) can finish more than one educational period in one calendar year meaning that the learner can receive more than one funding for education and training in one calendar year. To re-use the grant, the applicant has to successfully finish one educational period and enroll in the following one. The duration of one educational period is 18 weeks.

2020.Government of Republic of Croatia, and Active Employment Policy Measures under the Croatian Employment Jurisdictions: Conditions and Ways of Using Means to Implement Measures in 2020. Changes: The Ministry of Science and Education has significantly increased the amount paid for each educational period to the adult education institution for each individual participant Financial allocations from the Croatian Employment Service side updated (e.g. transportation costs; health insurance costs). From 2020 onward, the Croatian Employment Service will cover the costs for education and training for the first occupation, from EU funds (before that the costs were covered from the State Budget). In addition, the Croatian Employment service will also cover transportation costs (maximum amount 1400); health insurance costs, and mentorship costs for the time spent at the employer's premises (acquisition of the first simple occupation.
Recent changes in response to COVID-19
Yes, the measure has been disrupted due to the lower level of interest for participation due to the changes in the mode of delivery of education and training programmes. Moreover, financial resources allocated to the financing of the primary education and acquisition for the first occupation have been reallocated to the measures for job preservation in sectors highly affected by the Covid-19 outbreak. .
