Short description

Groups of companies brought together by a project promoter (usually a business association or cluster coordinator) can benefit from this grant. Project partners must be companies belonging to one sector and it is expected that the implementation of the projects will provide specialized sectoral training that meets the common needs of the companies in the sector. The maximum possible amount for one project depends on the call. The co-funding rate ranges from 50% to 70%. Continuing vocational education and training (CVET) is considered as eligible type of training.

Objective(s) and target(s)
To ensure constant maintenance of the qualification level of employees, their professional mobility and ability to quickly reorient to the activities of another economic sector, enabling the employees of companies to receive the highest quality specialized training.

Operation/management
The projects are governed under the framework of the implementation of the EU structural fund support programmes. The principle of competition in selecting the projects and allocation of support is applied. Under this measure, call for proposals for funding was published for companies.
Eligible group(s)
Potential applicants are business associations, chambers of commerce, industry and crafts, cluster coordinators, public bodies whose main activity is to provide innovation advisory and/or innovation support services, public bodies whose main activity is to provide entrepreneurship promotion and business competitiveness services, digital innovation poles participating in at least one of the European Commission's digital innovation areas that meet the project selection criteria. The partner (s) are legal entities, branches of a legal entity, representative offices (hereinafter referred to as a legal entity), or natural persons, as defined in the description of project financing conditions (partners were not allowed during the second application call of this measure).
Group(s) with preferential treatment
SMEs (can receive a higher EU co-funding rate): - Small enterprise can receive up to 70% of EU co-funding - Medium enterprise can receive up to 60% - Large enterprise can receive up to 50% Enterprises that employ and train people with disabilities can receive an additional 10% of funding, addressed to cover expenditures on the training of disabled workers (the EU co-funding rate cannot exceed 70% during 1st application call, and 75% during 2nd and 3rd application calls).

Financing formula and allocation mechanisms
An applicant meeting pre-determined criteria can apply for the grant. EU co-funding rate depends on the company's size. - Micro or small enterprise is eligible for up to 70% of EU funding (in the 2nd and 3rd call: up to 75% if trainees are workers with disabilities) - Medium enterprise up to 60% of EU funding (up to 70% if trainees are workers having disabilities) - Large enterprises up to 50% of EU funding (up to 60% if trainees are workers having disabilities). The maximum possible amount of project funding is EUR 360 000. The maximum amount of funding that can be allocated to one trainee is EUR 1 500 (during 1st and 2nd calls). During the 3rd call, EUR 1 500 is interpreted as the minimum amount).
Eligible costs
Eligible costs: - Teachers' salary costs, paid for the hours (teacher's working time for conducting training, additional work, preparation for training), which teachers participate in training. These costs are only eligible if the applicant carries out part of the training activities of the project himself without purchasing services. - Travel expenses of teachers and trainees directly related to the project in the Republic of Lithuania. These costs are only eligible if the applicant himself is part of the training activities of the project without purchasing services. - Travel expenses of trainees to a foreign country directly related to the project. - Expenditure on the purchase of materials and supplies directly related to the training (including training materials and technical equipment), which are classified as current assets. These costs are only eligible if the applicant carries out part of the training activities of the project himself without purchasing services. - Depreciation costs of tools and equipment, to the extent that they are used exclusively for a training project, provided that no public funds (including those from other countries) have been used to acquire these assets. These costs are only eligible if the applicant carries out part of the training activities himself without purchasing services. - Accommodation costs for trainees in the Republic of Lithuania. - Training services related to the training project, i. y. costs of organizing and carrying out training. - Salary costs for trainees (except for those whose salaries or part of it is financed by EU structural, other EU, and/or international support). The remuneration of the trained staff is eligible as the final contribution of the beneficiary (company).

Recent changes in response to COVID-19

Requirements for the organization of continuing education have been relaxed. When organizing distance learning, companies must provide the implementing authority with (indicate in the schedule of planned events/training) connection data to the system. The requirement for a student knowledge control and assessment system has been removed.
