Purpose of the toolkit

This tool has been developed to assist secondary schools to identify students at risk of becoming NEET once they leave compulsory education.

Description of each of the tools

The tool consists of a list identifying weighted criteria for risk of NEET.

The following points are awarded:

1: likely factor becoming NEET

2: very likely to become NEET according to historical evidence of NEET groups

The list of indicators is prepared at the beginning of each academic year by the Oxfordshire County Council and is distributed among schools with students in year 8-11. Schools can use this data to identify particular students in year 8 -11 at risk of becoming NEET and arrange appropriate support that will help to avoid this outcome.

Type of indicators used in the identification of learners at risk of early leaving

English as an additional language, Education, Health and Care Plan, Special Education Needs Support, Attendance, exclusion, educated away from school premises, looked after children, pregnant, young parent, young carer, in custody, involvement with youth justice service.

Type of guidance given to users

The Risk of NEET Indicator Tool is complemented with a diagram mapping out the information, advice and guidance support available internally and externally for students at risk of NEET, and other resources providing guidance on how to keep students engaged.
