Employees from the public and private sector can apply for individual vouchers (reimbursement principle). The Ministry of Labour and the Ministry of Economy define the annual allocation of resources among the Regions. The Regions are responsible for the implementation of the measure on their territories. The eligible costs refer to the updating and maintenance of professional skills of workers. Many Regions require that beneficiaries contribute to the costs.

Law 53 of 2000 – article 6, clause 4- Objective(s) and target(s)
Article 6 of Law 53 of 2000 says: "The individuals, employed and unemployed, are entitled to follow lifelong learning courses to increase professional knowledge and skills. The State, the regions and local authorities provide an accredited training offer on the territory”.

The maximum amount of the voucher is variable and depends on the nature of the initiatives (for example, the amount is lower in case of foreign language courses and higher in case of specialised training).
Many regions require that beneficiaries participate to the costs.

The Ministry of Labour and the Ministry of Economy allocate annually EUR 15 million among the Regions in proportion to the number of employees (both in public and private sectors) .

The Law 53/2000 states that each Region is responsible for monitoring the implementation of training plans financed on its own territory. At national level, the task of monitoring is up to the Ministry of Labour with the technical assistance of ISFOL, through the collection and consolidation of regional monitoring. There is no procedure of evaluation at national level. Some Regions episodically developed evaluation activities on it's own CVET strategies, including the implementation of Law 53 of 2000.
