Short description

Fondartiginato promotes and realises lifelong learning initiatives aimed at enhancing human resources and developing the activity sectors of the craftsmanship of small and medium-sized enterprises. The objective of the Fondartigianato is the development of training practices that further qualify the work of craftsmen, "Made in Italy" and SMEs in the system of labour policies. Fondartigianato finances the training of workers whose companies have joined the fund. Depending on the specific call, women, migrants, workers under 35 are preferential treated. Eligible activities are: (a) management activities; (b) preparatory activities for the training plans drafting (such as e.g., advertising, communication, etc.); (c) activities aimed at financing training projects. The level of levy is 0.30%.

"FONDO ARTIGIANATO FORMAZIONE" is a non-profit fund, it operates for the sector of craft enterprises, in a framework of trade union relations consistent with the objectives of development and productive and occupational qualification of the sector The Fund finances company, territorial and sectoral training plans agreed upon by the social partners in coherence with regional programming and with the functions of direction attributed to the Ministry of Labour and Social Security in accordance with paragraph 1 of art. 118, Law no. 388/2000.The Fund, within the scope of its own strategic guidelines for training programming defined in the interconfederal agreement, promotes and finances, in compliance with the modalities established by paragraph 1 and following of art. 118 of Law no. 388/2000, company, territorial, sectorial, regional, interregional and national training plans of and between companies agreed upon by the parties. To this end, it carries out functions of direction, coordination, monitoring and verification for the development of continuous training throughout the national territory. The implementation of the above-mentioned aims will be governed by the Fund's regulations. Art 2 Statute "

Fondartigianato is a recognised association formed by Trade Associations (Confartigianato, CNA, Casartigiani, CLAAI) and Trade Unions (CGIL, CISL, UIL). The bodies of the Fund are: the Assembly (is composed equally of 24 members, 12 of whom are appointed by the Trade Associations and 12 of whom are appointed by the Trade Unions. Members of the Assembly hold office for three years and may be reappointed); The President and Vice President; The Board of Directors (five members appointed by the Trade Associations and five members appointed by the Trade Unions and President and Vice President); The Board of Auditors (three members appointed as follows: one by the Trade Association, one by the Trade Unions, and the third, acting as Chairman, appointed by the Ministry of Labour).

"According to the General Rules of the Calls (Regolamento Generale degli Inviti), the following activities are possible: Training plans, which define the priorities of intervention to be carried out in a defined time frame, in the light of a shared analysis of the situation of the territorial context, the sector and the company, and their foreseeable evolution in the medium term. Each training plan may provide for the implementation of one or more training projects, identifying the training needs, defining the objectives, characteristics and professional profiles of the workers involved, the specialised and/or transversal contents and the duration and general articulation of the training intervention itself. At the regional and/or national level, training plans can be divided into: sectoral, territorial, multiregional, intersectoral, intercompany. The training project is the tool that implements the objectives, priorities and lines of action identified in the training plan.Eligible activities are: (a) management activities; (b) preparatory activities for the training plans drafting (such as e.g., advertising, communication, etc.); (c) activities aimed at financing training projects (e.g. aimed at the adaptation of qualifications with the evolution of needs and contents of tasks, the improvement of skills and the acquisition of qualifications).
Source of financing and collection mechanism
The main source of funding are contributions paid by companies (levy 0.3% of company payroll) to the National Institute for the Social Security (Istituto Nazionale della Previdenza Sociale - INPS) and then transferred to the Fund. Ref: art. 1 et seq. of art. 118 of Law 388/2000. Other sources: any public and private funding; any proceeds from social initiatives (art. 6 Statute)

Access to budget can happen in two ways: individual (single company, usually large company); collective (territorial, sectorial, or general for general training such ICTs).
