Short description

Chambers of Commerce, Industry and Agriculture, trade unions, members of sectoral committees and sectoral committees with legal personality, employers' organizations, professional associations, public or private centers for validation/certification of previous learning, authorized CVT providers, public and private, professional / career counseling and guidance service providers, NGOs can apply for the grant. Eligible training should be focused on employees' skills update and development. Minimum co-funding is 80, 75% (for private companies) and maximum co-funding is 85% (for non-governmental organisations). The maximum amount for an application RON 4 770 00 (approx. EU 983 881). There is no preferential treatment. An applicant can only apply once for the grant under a specific ESF call.

The main strategic objective for 2020 is for at least 10% of the Romanian adult population (aged between 25 and 64) to participate in lifelong learning activities.

Operation/management
The Management Authority for the Operational Programme Human Capital (MA OPHC) is managing the grants at national level. A monitoring officer from the MA OPHC is responsible to provide information and guidelines for each specific project

All companies. Specific target groups are: employees, in particular with low qualifications, persons over 40 years of age and persons from disadvantaged rural areas.

Types of education and training elgibile include: programmes leading to a formal qualification (formal education), general courses (e.g. language courses), occupational courses connected to the present economic activity of the participant, occupational courses of all kinds

For non-governmental organisations (NGOs) the financial formula is: 85% EU funds+15% national budget. For private companies, the financing formula is: 80,75% EU funds+14,25% national budget+5% own contribution

Costs with elaboration, accreditation and delivery of training courses, cost of trainers, cost of certificates for graduates of courses
Volumes of funding
Initial volume of funding allocated: RON 286 200 000 (approx. EUR 60 000 000) (uneven distribution per year, depending on the costs of implemented activities). After the launch of the call, the volume of funding was increased, to allow the financing of all applications with an evaluation score of over 90 points from a max of 100 points

71 projects were approved so far, with a total volume of funding of RON 329 408 241/ EUR 69 058 331
