- Short description
The Study Entrance Grants aims to support the unemployed with short prior education whose labour market prospects significantly can be improved by gaining a qualification on the basic or upper-secondary level. Applicants must have been unemployed or in an ALP measure six months within the last 12 months. The grant is managed by the municipalities that can apply slightly different rules for the criteria an applicant and their envisaged education have to meet. In general, applicants should lack a qualification on the higher secondary level (Swedish gymnasium) and have good chances to increase their employability by pursuing a second chance education. The study programmes eligible for the grant include education on the level of compulsory or upper secondary schools (Komvux) or general courses on those levels in liberal adult education institutions (Folkhögskola). The educational activity has to be performed on a level of at least 50% (according to study credits) for at least three weeks. The benefit can be granted for a maximum of 50 weeks of full-time studies. The maximum amount of funding is EUR 10 625 plus a potential child allowance of EUR 1 931. The minimum amount of funding is EUR 319.

- The grant is provided as a lump-sum payment each month in advance. For full-time studies the weekly grant is 2261 (2021) for a maximum of 50 weeks. For part-time studies (75 or 50%) the amount is corrispondingly smaller but provider for 67 or 100 weeks. After an interruption, one may apply for the grant again, yet, only for a total period of 50 weeks.

- The lump sum is granted to the individuals free disposal for all living and educational costs.
- Volumes of funding
- When the grant was introduced in July 2017 SEK 450 000 000 (approx. EUR 45 385 779) were allocated for the second half of 2012 of which only 5% were embursed. In 2018, 28% of a total budget of SEK 909 000 000 (approx. EUR 8 810 700) were embursed. In 2019, a significant lower budget of SEK 440 000 000 (approx. EUR 41 720 793) was allocated, of which 76% were actually spent. While the grant scheme was discussed to be laid down in 2020, the Covid-19 pandemic changed all prior plans and the budget for 2021 was set at SEK 542 000 000 (approx. EUR 50 940 807) and at SEK 400 000 000 (approx. EUR 37 594 692) for the upcoming years until 2023.
- Beneficiaries/take up
- While take up was only limited in the first half year after the grant was introduced in mid 2017 (803 beneficiaries) numbers of beneficiaries increased up to 6 300 in 2019. The share of women was steady over the years at about 60%. Approx. 9 % of beneficiaries were 55 years or older.

- Recent changes
04-06-2020 - an amendment was made that allows to change the income limits. Due to the Covid-19 pandemic the income limits for several grants were suspended.
