The Ministry of Finance is responsible for overall management of the instrument. Agence de service des paiements is in charge of day-to-day operation.

Eligible group(s)

SMEs (companies with less than 250 employees) hiring young persons (up to 26 years old) or unemployed persons (above 26 years old) and signing professionalisation contract with them for 6 months or more.
New employees receive a wage lower that 1.3 of the minimum wage.

Education and training eligible

The instrument funds apprenticeships and other forms of education and training. It is not targeted at any particular level of education and training.

Financing formula and allocation mechanisms

The maximum amount of public funding that a company may receive per year is EUR 2,000.

Funds are disbursed to all eligible applicants on the basis of the legal entitlement.

Apprentice remuneration and other costs.

Volumes of funding

In 2016, public funding amounted to EUR 700,000,000 (estimate). No EU funds involved.

Beneficiaries/take up

The data on the number of beneficiary companies is not available.
In 2016, 1.4. million recruitments took place, including short term, long term and profesionnalisation contracts (estimate).

Monitoring/evaluation results

In 2015, the General Directorate for Treasury and Economic Policy estimated that the instrument would create 60,000 new jobs before the end of 2016.
At this stage, is it too early to observe labour market outcomes.
