For a learner, disengagement from initial education or training – during or after compulsory school – without obtaining a qualification sufficient to progress in education or training or career.

Comment

Eurostat defines early leaver as an individual aged 18 to 24:

whose highest level of education or training attained is, at most, lower secondary;
who received no education or training in the four weeks preceding the Labour force survey;
this term is close, but not synonymous with: dropout.
