Decentralised agency of the European Union whose mission is to help transition and developing countries harness the potential of their human capital through the reform of education, training, and labour market systems, in the context of EU external relations policies. The Foundation currently works with the following countries:

  • Central Asia: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan;
  • Eastern Partnership: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine;
  • Southern and Eastern Mediterranean: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine*, Syria, Tunisia;
  • Sub-Saharan Africa;
  • Western Balkans and Türkiye: Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia, Türkiye.

* This designation shall not be construed as recognition of a State of Palestine or Kosovo and is without prejudice to the individual position of the Member States on this issue.
