To cover the students' living expenses during off-the-job training days (when the wage is not paid) and in that way to enable them to participate in theoretical learning.

Oppisopimuskeskus (regional apprenticeship centres) are responsible for the overall management of the instrument and day-to day operation. The Finnish National Agency for Education is responsible for monitoring and evaluation. Municipalities are also involved in the management of the instrument.

Apprentices who who do not receive wages during off-the-job training.

The instrument funds only apprenticeship. It applies to EQF 4-5 (ISCED 3-4) levels.

Financing formula and allocation mechanisms

Daily allowance is EUR 15, family allowance is EUR 17, the overnight allowance is EUR 8. Travel costs are covered in the amount corresponding to actual expenses.
Typically, there are 45 off-the-job days.

The amount of grant per student per year can be estimated at approx. EUR 1,400 - 1,600 per year.

The funds are disbursed to all eligible applicants on the basis of legal entitlement. The money is transferred to learner's bank account.

Eligible costs

Living costs during off-the-job training, when the wage is not paid; travel costs, if the distance is more than 10 km; accommodation costs, if the school is far from the learner's home.

Volumes of funding

In 2016, public funding amounted to approx. EUR 10,000,000. No EU funds involved.
Based on the estimated number of off-the-job days and the fact that only minority of apprentices receive the grant (since the majority receive the wages), it can be estimated that the amount daily allowance in total is less than EUR 10 million. With travel and accommodation costs included, the amount should reach at least EUR 10 million per year.

Beneficiaries/take up

It is estimated that in 2016, approx. 14,000 apprentices benefited from the grant.
Estimation logic: There are 49,000 apprentices in Finland. According to the expert interviews, a clear majority of apprentices receive wages during off-the-job training. Thus, it can be estimated that no more than 30% may be eligible for the grants. That makes 14,700 apprentices. So far, there is no information that eligible ones would not benefit from the grant so the number of beneficiaries should be almost the same or just slightly less, around 14,000. Some people may not apply as the allowances are relatively low and the application process involves some bureaucracy (but this kind of behaviour is not documented).

The drop-out rate in apprenticeship is up to 40%. It is likely that the percentage is the same for those receiving the grant.
