According to Decree-Law no. 396/2007, of December 31, which establishes the legal regime of the National Qualification System (SNQ) and defines the structures that ensure its operation, learning courses are a form of dual certification training.
Portaria 1497/2008, of December 19 (Amended by Administrative Rule no. 289/2009, of March 20 and by Ordinance no. 73/2010, of 4 February), regulates the conditions of access, organization, management, operation, evaluation and certification of learning courses.

Employment and Professional Training Institute (IEFP) is responsible for the overall management, monitoring/evaluation of the instrument and day-to-day operation.

Apprentices less than 25 years old who have not completed secondary level of education

The instrument supports apprenticeship and other types of education and training. In relation to apprenticeship, it applies to ISCED 3 level.

Each individual attending the apprenticeship courses is entitled to:
- professionalisation grant (up to 10% of the 'IAS (Indexante de Apoios Sociais, Social Support Index)' per month (EUR 42.13)); subject to the attendance/absences;
- meal subsidy (EUR 4.52/day); subject to the attendance/absences and only applicable when the individual spends more than 3 hours in the training;
- transportation subsidy (equivalent to the costs of travelling to the training place by means of public transport); subject to the attendance/absences);
and on very special cases and dully justified:
- extraordinary transportation subsidy; if it is not possible to use public transport (up to 15% of the IAS per month (EUR 63.20));
- accommodation allowance; subject to authorization from the training entity (up to 30% of the IAS per month (EUR 126.40))
- household subsidy; in case the individual has dependent children, minors or adults and proves he/she needs to entrust them to third parties to be able to attend the courses (up to 50% of the IAS per month (EUR 210.66)).The maximum amount the individual may receive per year: approx. EUR 5,320 while attending the 4th year.

- Volumes of funding
The following activities are eligible under Axis 3: Centers for Qualification and Vocational Education (CQEP); Learning Courses, Adult Education and Training (EFA) and Recurrent Education. The total allocation for these activities is EUR 592 million (including EUR 503 million from ESF). In the period 2014-2016, 236 actions were approved out of 241 applications submitted and corresponding to a total investment of EUR 204 million (including EUR 173 million from ESF) and a commitment rate of about 1/3 of the amount available.
The actions under Adult Education and Training (EFA) and Learning Courses System involved EUR 196 million.- Beneficiaries/take up
In 2014-2016, some 17,000 individuals participated in the learning courses.

The funding instrument will be available until 2020 but the defined targets are expected to be achieved until 2023.
