Ordinance (2013:1121) on expense reimbursement to students in upper secondary apprenticeship education (Förordning (2013:1121) om kostnadsersättning till elever i gymnasial lärlingsutbildning)

The instrument is intended to reimburse meals and travel to and from the workplace during periods of workplace-based learning. The objective is to increase the attractiveness of apprenticeships and to ensure that economic reasons would not prohibit students from undertaking an apprenticeship. No quantitative or qualitative target has been set.

Centrala Studiestödsnämnden (CSN) is responsible for the overall management, monitoring/evaluation of the instrument and day-to-day operation. Swedish National Agency for Education and Ministry of Education and Research are also involved in the management of the instrument.

Full-time students in upper secondary apprenticeship (not e.g. adult education), aged below 20 years, having signed education contract, in an on-the-job-period, not receiving apprentice wages.

The instrument supports only apprenticeship. It applies to ISCED 3/EQF 4 level.

The maximum amount that an apprentice may receive per year is approx. EUR 938 (exchange rate SEK 1 = EUR 0.104273, 11 July 2017). The amount is the same regardless of the actual expenses incurred.
The subsidy is paid monthly and payments are discontinued during in-school and holiday periods.Funds are disbursed to all eligible applicants on the basis of legal entitlement. Apprentices above 18 years of age receive the money on their own bank account. If the apprentice is under 18 years of age, the money is transferred to his/her parent(s) bank account.

In 2016, public funding amounted to EUR 6,390,000 (estimate by CSN based on the development of previous years and the first half of 2016. Exchange rate SEK 1 = EUR 0,104273, 11 July 2017.)
In 2015, public funding amounted to EUR 5,740,000 (actual amount paid in January-December).
No EU funding involved.- Beneficiaries/take up
In 2016 (calendar year), some 10,700 apprentices benefited (estimate by CSN based on the development of previous years and the first half of 2016).
In 2015, 7,779 apprentices benefited (the actual number of beneficiaries for the academic year 2015/2016), i.e. 84% of all students enrolled in apprenticeship programmes.The number of beneficiaries has increased annually since the introduction of the instrument in 2014. Some 62% of the beneficiaries were men and 38% women, which correlates with the larger number of men in apprenticeship education.

The number of apprentices increased notably the year the instrument was introduced, which might indicate an effect of the instrument on the attractiveness of the education.
