Self-employed individuals, individuals in full-time employment in micro enterprises, people over 40 years irrespective of their employment status, the unemployed seeking employment, those earning less than EUR 10 000 per year as well as the employed at local councils or NGOs or in vulnerable sectors can apply for the grant. The eligible education and training activities include general training leading to the acquisition of transferable vocational skills. It is expected that training provided will either enhance a participants’ current situation, or widen and improve his/her future opportunities. The public co-funding share is 75% of education and training costs but the amount of the grant should not exceed EUR 1 000.

ESF rules and regulations set by the body administering the initiatives and approved by the managing authority responsible for approving and monitoring of ESF funded operations and programmes. TSS forms a part of large ESF programme and falls within the Operational Programme 2 – Cohesion Policy 2007 – 2013 ‘Empowering People for More Jobs and a Better Quality of Life’. It is part of the ESF 2.201 project 'Enhancing Employability through Training'.

The scheme is managed by the public employment service, Employment and Training Corporation (ETC). An ETC official will conduct a monitoring visit to ensure that the training is delivered by a training provider approved by the ETC, approved training schedules are being adhered to and that the training being provided shall lead to the acquisition of knowledge and/or skills applicable to the individual’s employment at the time of application.

Any training programme as long as the following criteria are met:
- training programme is not offered by ETC
- training must be of a general nature, leading to the acquisition of transferable vocational skills
- training programme leads to a valid certification as recognised by the Malta Qualifications Recognition Information Cente
- institution delivering the training has to be licensed by the NCFH.It is expected that training provided will either enhance participants’ current situation, or widens and improves his/her future opportunities. Training courses offered by the company employing the applicant would not be eligible.

Grant shall be equivalent to 75% of the direct training cost excluding VAT but will not exceed the maximum amount of EUR 1 000, the minimum threshold for an application to be accepted will be set at EUR 100.
Applicants may apply more than once for subsidy for different programmes but up to a maximum aggregate amount of EUR 1.000 for the duration of this training subsidy scheme (till allocated funds are utilised and in cases where the end date of the training programme is not later than 31st December 2014).
Allocation: Grant is transferred directly to the participant after successful completion of training and upon presentation of an official receipt of payment together with a certified copy of the certificate and/or transcript denoting successful completion issued by the educational and training institution.

There are only estimations for the funding amounts available.
In 2010, EUR 13 920 was the volume of public funding (national resources provided EUR 2 088 (15%) and EU funding EUR 11 832 (85%)); private funding added EUR 4 640 (25% of the total amount).
In 2009, EUR 3 217 was the volume of public funding (national resources provided EUR 482 (15%) and EU funding EUR 2 735 (85%)).
