Short description

At the request of the employer the VDAB (Flemish employment agency) organises training for employees in its competence centers. Normally this training is paid, however partial or total exemption can be obtained for particular categories of employees (e.g. starting employees, employees at risk of becoming unemployed, employees with medical incapacity of continuing their current job). Subsidy ranges from 25% to full reimbursement (for the medical incapacity category). All companies are eligible (although only those operating in the region of Flanders), but priority is ensured for companies with less than 25 employees.

Besluit van de Vlaamse Regering houdende de organisatie van de arbeidsbemiddeling en de beroepsopleiding (June 5, 2009) (Flemish regional law) regulates the organisation and operation of VDAB (Flemish regional PES).
Operation/management
VDAB (Flemish employment agency) organises training for employees at the request of the employer. Training in VDAB competency center is normally paid training. However, for certain groups there can be partial or complete exemption from payment. Funding for this exemption will come from general Flemish regional budget (through VDAB).
Eligible group(s)
Eligible groups are 'vulnerable employees' (e.g. starting, at risk of becoming unemployed, ill). All companies are eligible (although only those operating in the region of Flanders), but priority is ensured for companies with less than 25 employees.
Group(s) with preferential treatment
Eligible groups with preferential treatmente are those under the age of 18, subject to part-time compulsory education and who are no longer in secondary education with a full curriculum, provided that they start the training within the first 2 years after recruitment. Those have 100% reimbursement.There is also preferential treatment for companies with 25 employees.

Training in VDAB competency center is normally paid training. However, for certain groups there can be partial or complete exemption from payment. Funding for this exemption will come from general Flemish regional budget (through VDAB).
Financing formula and allocation mechanisms
Subsidy ranges from 25% to full reimbursement. Disbursement principles are based on meeting a pre-determined criteria (through top-down procedures). This is the complete list of excemptions from payment: - workers at risk, under 18 years of age, subject to part-time compulsory education and who are no longer in secondary education with a full curriculum, provided that they start the training within the first 2 years after recruitment: 100% - the workers at risk who start the training within the first 6 months after hiring: 50% - the employee who is threatened with unemployment as a result of collective or individual dismissal or the employee who belongs to a company in difficulty: 100% - according to firm size if firm has a maximum of 25 employees: (1) 10 employees: 50% and (2) 10 to 25 employees: 25% - the employee can no longer perform his current job for medical reasons (medical incapacity): 100%.
