This scheme is aimed at persons with foreign education who need to supplement their education in Sweden in order to be able to work in the profession the person is trained in. The eligible group includes unemployed recent migrants who got their resident permit within the last 3 years and who have a qualification or work experience in a shortage occupation. They have to be or have been enrolled in the introduction programme and have signed an individual introduction plan. Recent immigrants with experience or training in one of 40 shortage occupations in 14 industries are offered support including validation, further education, in-service training, and work placement in order to promote a fast entrance into the Swedish labour market. Along with the described support beneficiaries are also entitled to support for living costs. 100% of study costs related to an educational plan can be funded.

- The fast track is a chain of efforts to ensure the supply of skills to the shortage occupations by shortening the time in unemployment for newly arrived individuals with relevant skills.

- The PES has a leading and coordinating role within the Fast-track framework. It takes initiative to establish agreements in branches with a shortage on skilled employees. Furthermore, the PES is responsible for identifying and matching candidates for the fast tracks, handle applications and decide on the allocation of funds for further activities. The social partners and further stakeholders (e.g. social services, higher education associations etc.) sign sectoral agreements and support the implementation in their field of practice.

- Usually, a combination of some of the following activities are used tailored to the individual case: validation, work placements, language training, vocational training and formal education (for some professions).
- Source of financing and collection mechanism
- The Swedish PES (Arbetsförmedling) as key stakeholder in this framework is using national funds for implementation. As far as activitiies of other stakeholders are concerned the PES issues regular calls that invite stakeholders to apply for co-funding of specific activiities in the framework.

- The framework started under the expected level of participants. By the end of 2018, the third year of implementation, approx. 8 000 people had entered the measure, 70% of them were men. In 2018, the bi-annual report of the PES on the implemenation stated that the target group - recent migrants with need of support to enter the labour market, had considerably decreased and a decreasing number of beneficiaries were expected for the future.
