Short description

Young unemployed persons (up to 30 years old) registered in the district job center, who prove (show high probability) that after completing the training can find employment or launch their own company can apply for the grant to fund CVT courses. Maximum co-financing from the public resources amounts to an average monthly salary. If the cost of training is higher, the difference has to be covered by the learner. Tuition fees and other costs related to training (travel costs; physician and/or psychological test, if necessary; accommodation, if training takes place outside the place of living of the unemployed) are considered eligible costs. There is no limitation to re-use the grant.

The Ministry responsible for Labour issues (Ministry of Labour and Social Policy (2005 - November 2015); Ministry of Family, Labour and Social Policy (November 2015-October 2020); Ministry of Economic Development, Labour and Technology since October 2020), provides resources to the district job centres. District job centres are responsible for the operation of the instrument - provide advisory services to the unemployed to help them to choose a proper training course; collect applications; grant the training voucher; transfer money (to the training provider and to the unemployed). Trade unions and employer associations/federations are not involved in the operation of this instrument

Voucher is available to the unemployed up to 30 years old registered in the District job centre, who proves (shows high probability) that after completing the training she/he finds employment or launch her/his company. Moreover, the training course must be in line with the Individual Action Plan prepared for the unemployed person in the District job centre.

Source of financing and collection mechanism
Labour Fund (a State fund, governed by the Ministry of Labour and Social Policy; the main sources are: obligatory levies on companies (2.45% of total monthly payroll), State budget subsidies, Labour Fund's loans and investments interests, EU funds)
Financing formula and allocation mechanisms
An unemployed person submits an application for the training voucher to the district job centre. District job centre assesses the application (taking into account the training courses proposed by the learner and its convergence with Individual Action Plan and local labour market needs, the probability of finding employment after completing training). If the assessment is positive, the district job centre grants a voucher transfers money to the training provider (to cover tuition fees) and to the learner (the form of a lump sum corresponding to the characteristics of training; the money is transferred when the voucher confirmed by the training provider is presented by the unemployed to the district job centre). The learner must use the voucher till the expiry date. The maximum amount of training voucher: up to the amount of average salary. There is no limitation to re-use the grant.

Recent changes

14-07-2019 The amendment of the Act on employment promotion and labour market institutions (being in force since 14th June 2019) canceled the profiling of the unemployed. As a result, the training voucher became available for all unemployed up to 30 years old (previously these instruments were available only to these individuals classified to the II, and in justified cases, to the I profile of the unemployed). This amendment was of a systemic nature, not related only to training vouchers. The unemployed profiling, introduced in 2014, appeared to be inefficient which led to its cancelation in 2019.
