Bjornavold has been involved in developing the EU lifelong learning strategy, the Copenhagen process in vocational education and training, the Europass and the European Qualifications Framework (EQF). He is currently supporting the European Commission in the follow up to the Council Recommendation on validation of non-formal and informal learning as well as the development of the European standard classification of skills, competences, occupations and qualifications (ESCO).
