Joel Marsden is a senior consultant at ICF International, having joined in November 2011. For four years, Joel has provided research and economic analysis of employment, skills and training policies for EU, national and regional governments and social partners. Presently, Joel is responsible for conducting quantitative analysis in the Cedefop study on the role VET in reducing early leaving from education and training.
Joel has previously analysed the socio-economic impacts of employment and VET policy measures designed to support a low-carbon economy, with his work in this area published by the European Commission, OECD and Cedefop. He has also reviewed the international evidence of different institutional arrangements for the co-funding of training for the UK Department for Business, Innovation and Skills (BIS). An economist by training, Joel holds a BSc from the University of Warwick and Pantheon-Sorbonne (Paris I), and an MA in European Economic Studies from the College of Europe, Bruges.
