Elizabeth Watters is working as a Senior Specialist in VET policy at the EU European Training Foundation in Turin (2012 - ). As well as leading the ETF VET Quality Assurance team, Elizabeth’s portfolio includes VET and social inclusion; she was a manager of the participatory action research project on this theme, which was led by ETF in co-operation with the London School of Economics and multiple partners in seven South Eastern Europe countries, Turkey and Israel. Elizabeth has over twenty-five years’ experience in the field of EU education, training and youth policy and programmes. A former university lecturer, she held the post of Director of the Leonardo da Vinci National (IE) Agency and Programme and its forerunners (1988-2000). As a consultant, she engaged in EU comparative research related to: qualifications and qualifications’ systems, quality assurance, teacher education, guidance and mobility and successfully completed contracts with, inter alia: the European Commission, UNESCO, Cedefop, EACEA and ENQA-VET/EQAVET, Cambridge University, QCA, RAND Europe and the BIBB Bonn (2001-2012). She has worked for: government ministries and authorities, NGOs, and companies as well as the UN FAO and the International Commission for Migrants and Refugees.
