Lea Orro is a Member of the Management Board of the Foundation Innove. She has been one of the founders and assumed leadership positions in 2 Foundations- the Foundation for Vocational Education and Training (1995-2005) and the Foundation for the Development of Lifelong Learning Innove (2003 to date) in Estonia. Both of the Foundations have played an important role in the implementation of the reforms in the area of vocational education and training, career guidance and lifelong learning in Estonia. Also, she has planned and managed new projects funded by EU Phare Programme and assisting the Estonian Ministry of Education and Research integrating the results of the projects into policy framework for VET and LLL strategies. She is the Member of the Estonian Government’s Adult Education Board. She participated in the preparation of the Estonian LLL Strategy 2005- 2008, adopted by the government in 2005.
She has contributed to conferences and seminars on the topics of vocational education and LLL based on the experience of the Estonian reform efforts. Among others, she made a presentation for CEDEFOP staff on the Estonian VET system’s latest developments in the context of achieving Lisbon goals in 2004. She was also the rapporteur of an international team of the European Training Foundation peer review „CVT in the context of LLL in Bulgaria”.
Lea Orro has also played an important role in Estonia’s preparation and planning for the implementation of the EU Structural Funds in the area of HRD. When Estonia joined EU in May 2004, Foundation Innove was one of the first Estonian Implementing Agencies to be accredited for the implementation of the EU Structural Funds. Up to now European Social Fund is one of the main contributors to CVT in Estonia.
Her interests include reforms and innovation in vocational education, how to create motivation for LLL and assisting new developing countries in finding their solutions in developing vocational education and LLL in the drastically changing socio-economic framework. |
