Programmes designed to provide individuals who completed upper secondary education (ISCED level 3 – EQF levels 3 and 4) with access to the labour market or to tertiary education when their ISCED level 3 qualification does not grant such access.

Comment
  • Programmes classified at ISCED level 4 are referred to in many ways, e.g. technician diploma, primary professional education, préparation aux carrières administratives;
  • post-secondary (non-tertiary) education – and training – typically targets pupils who have completed upper secondary education (ISCED level 3), but is also accessible through continuing education and training schemes;
  • post-secondary (non-tertiary) qualifications are delivered by a broad range of providers, including vocational schools, technological university institutes, colleges;
  • they usually give access to intermediate positions on the labour market and to higher education.
