The Council reached political agreement on the Media 2007, Culture 2007 and "Citizens for Europe" programmes and on a recommendation on the protection of minors in relation to audiovisual and online services.
The Council was also due to reach general approaches on 2 draft recommendations on key competences for lifelong learning and on the European quality charter for mobility. It was also to adopt conclusions on the European indicator of language competence.
The Council discussed on the financial aspects of the lifelong learning programme and on the contribution of education to the EU sustainable development strategy.
