It was decided in November 2010 that all unemployed citizens without 12 years of schooling (compulsory education level) should be directed to a suitable training path.

All unemployed citizens registered at the Employment Centres, not enrolled in any type of qualification within the National Qualifications System and whose employability profile are not suitable for the existing job vacancies, will be guided to a New Opportunities Centre to attend a training path that allows them to obtain a qualification level equivalent to 12 years of schooling.

Thus, the Institute of Employment and Vocational Training (Instituto do Emprego e Formação Profissional) will define priorities for intervention and call all the unemployed to provide them with the necessary explanations about the different types of qualifications available in the National Qualifications Framework (Quadro Nacional de Qualificações), to reformulate the Personal Employment Plan of each unemployed person and direct them to a New Opportunities Centre. The National Agency for Qualification (Agência Nacional para a Qualificação) will be responsible for registering the unemployed, guiding them to a training process more suited to their characteristics and providing all the Employment Centres with the necessary information to fulfil Personal Employment Plans.
