The aim of the study is to provide an update of progress towards reaching the Lisbon objectives in the field of vocational education and training, by providing an overview of the current situation, reforms, trends and best practice in the 32 countries participating in the Copenhagen process. To prepare the next ministerial meeting on enhanced cooperation in vocational educational and training (VET), to be held in Finland in December 2006, it will take stock of where countries stand in relation to the priorities fixed in Copenhagen and Maastricht. To this end, the study will treat in detail 3 of the main priorities at national level:

  1. opening up pathways and linking VET and higher education;
  2. role of VET in promoting labour market and social integration;
  3. investing in and financing VET.
