The National Centre for Technical and Vocational Education and Training Development, with the support of the Ministry of Education and Research, is expanding initial dual vocational education and training (VET) in response to employer demand.

In 2019/20, a total of 6 970 learners enrolled in initial dual VET (grade 9, EQF level 3 qualifications). This is almost three times more than in 2017/18 when dual VET was launched.

Dual VET programmes offering qualifications that are in high demand on the labour market are among those where participation has increased. For example, in the car mechanic programme participation increased from 127 learners in 2017/18 to 662 in 2019/20; in the operator on machines with numerical command programme from 370 to 764; and in the seller-merchant programme from 86 to 313 learners.

Initial dual VET attracts local authorities, employers and learners and serves as a communication bridge. Their growing interest helps increase the enrolment of learners.

Initial dual VET is a form of the three-year VET programme (învățământ profesional). It is organised at the request of employers who provide practical training. Employers conclude a partnership agreement with the school and the local authorities, and provide an additional scholarship of at least the same amount as the government, as well as other types of support wherever necessary (such as meals and transport).
