All members of the Chamber of Labour of Lower Austria can apply for the grant with a special treatment for unemployed persons and parents. The eligible activities include training in priority sectors (e.g. health sector), the procedures for recognition of foreign diplomas, the “Berufsreifeprüfung” and the apprenticeship or the preparatory courses for the university of applied science/colleges. The Chamber's co-funding share is 50% of the eligible costs, up to a maximum amount of EUR 120 per year. The unemployed and parents receive higher co-funding share/maximum amount.
- Short description of the related instruments
Some of the regional Chambers of Labour (Arbeiterkammern) provide funding for adult learning in the form of vouchers or grants. Membership in the Chambers is compulsory for all employees (with the exception of public servants), so that the Chambers’ cofounding schemes are widely available. The schemes of the various regional Chambers differ from each other. For example the Chamber of Lower Austria promotes various courses at different levels. The courses funded include the areas of health, IT, languages and second-chance education. In addition, university studies are encouraged. The Chamber of Tyrol promotes basic computer courses to computer driving licence with cofounding up to EUR 400. In addition, there is support for mainly formal adult education leading to a degree. Funding schemes are changing over time, an overview is available in various data bases (for example, in http://www.kursfoerderung.at). There are no statistics available on the various schemes across Austria. The latest available estimate (2006) assumed a volume of up to EUR 3 million for all schemes provided by regional Chambers of Labours.

Within the first funding period, from 1.09.2012 to 31.08.2015 the following priorities were set:
- Health: The chamber of labour will support and attend an education in the field of home help or nursing assistance.
Graduates of health and nursing school have the opportunity to attend a 2-day introductory seminar on supervision.
- Recognition: Another focus is the funding of recognition procedures for foreign diplomas. The Chamber grants those members financial support, who aim to recognize their qualifications acquired abroad.
- “Berufsreifeprüfung”: Positive partial exams are funded with € 120 per module completed.
- Extraordinary apprenticeship.
- Preparation courses for university of applied science / Colleges / advanced training: Under this priority preparatory courses to attend a technical college, a college or a training course structure is encouraged. Important: The course must have been completed during the period 1.1.2014 to 31.8.2014 and the costs must have been to born by him/herself.- Source of financing and collection mechanism
Membership fees of the Chamber of Labour of Lower Austria (all employees in Austria are required to pay automatically 0.5% of their income to the Chamber of Labour - mandatory membership).
- Financing formula and allocation mechanisms
Voucher: the education bonus is open to all members of the Chamber of Labour of Lower Austria. The Chamber's co-funding share is 50% of eligible costs up to the amount of max. EUR 120 per calendar year. The co-financing share/maximum amount is increased for members who receive childcare allowance or benefits from the PES (unemployment benefit or unemployment assistance). The unemployed can receive 100% funding.
