Priority actions for responding to the challenges of migration: First follow-up to Hampton Court : Communication from the Commission to the Council and the European Parliament.

This Communication represents the starting point for the follow-up to the informal meeting of the EU Heads of State and Government at Hampton Court on 27 October 2005. At that meeting Heads of State called for comprehensive approach to tackle migration issues. President Barroso announced after Hampton Court that the Commission would develop a list of priority actions for improving global migration, with a special focus on the African region.

Both the security and development aspects of migration are addressed here. This is in line with the call for a coherent approach across a number of areas, as set out in the Conclusions on migration and external relations adopted by the Council on 21 November 2005.
