The purpose of the proposal is to establish a programme to promote active European citizenship, entitled Europe for citizens, which will take over from the present civic participation programme (2004-2006) as from 1 January 2007.
The programme is intended to help meet a major challenge facing the European Union, namely to bridge the gap between citizens and the European institutions by giving citizens the opportunity to participate actively in the building of Europe.
