In accordance with implementation of the project ‘Development and implementation of an information system for workforce competence assessment by sectors and region and with the cooperation of leading human resources consultants’, the Bulgarian industrial association’s chamber (a nationally represented employers’ organisation) has developed the prototypes of the first seven sector competence models.

In accordance with implementation of the project ‘Development and implementation of an information system for workforce competence assessment by sectors and region and with the cooperation of leading human resources consultants’, the Bulgarian industrial association’s chamber (a nationally represented employers’ organisation) has developed the prototypes of the first seven sector competence models.

The developed prototypes cover the electronics, electrical engineering, machine building, meat manufacturing, furniture industry and tourism sectors.

Professional standards have been created for 72 positions which are of key importance for the development of the separate sectors. The positions include both management and executive field and were taken from the national classification of occupations and positions.

Each competence position profile includes description of the position (basic functions, working conditions, required professional experience, knowledge and skills) as well as a set of 12 general, technical and managerial competences and a list of behaviour indicators used for measuring the level of competence mastery.

Over 800 competences have been defined and each of them has been described in terms of the ways it can be acquired and the instruments for its assessment. The most frequently required competences for practising a profession include: understanding of business procedures, understanding of products, focus on the client, quality assurance, managing people and processes, result orientation, safety provisions, skills for working with specialized production equipment, digital competences, attention to detail, caring for machines, working with materials, organizational skills, flexibility and adaptability, reliability, taking responsibility, problem solving, working under pressure, initiative, analytical thinking, planning and control skills, motivation, conflict management, communication, building relationships, teamwork, assertiveness, leadership etc.

By the end of 2012, competence models will have been developed in 10 more sectors – energy production, building, trading, chemistry, transport, canning industry, mining industry, facility management, production of milk and dairy products, guarding and investigation activities. They will include the professional standards for over 100 positions of key importance to these sectors.

The competence models will aid human resource management process in enterprises. They will be used as basis for creating state educational requirements and implementing a system for recognition of knowledge, skills and competences acquired in a non-formal way.
