In principle, every EU citizen has the right to work and live in another Member State without being discriminated against on grounds of nationality. However, despite the progress that has been made, there are still legal, administrative and practical obstacles to exercising that right.

The aim of this communication is to:

  1. present an overall picture of the rights of EU migrant workers,
  2. update the Commission’s previous communication on the subject with regard to developments in legislation and case-law, and
  3. raise awareness generally and promote the rights of migrant workers who are in a more
    vulnerable situation than national workers.
