Around 75% of the economically active population are above 45 in Latvia. In the next 20 years, due to this ageing workforce, there will be a shortage of employees with medium-level vocational education and training (VET) qualifications, especially in engineering, manufacturing and construction.
While around 4 500 professionals will leave the labour market each year, VET will supply it with only 2 700 graduates in return. To close this gap, VET enrolment should be doubled, according to the 2018 report (in Latvian) by the Ministry of Economics. The report also suggests measures to help reach the objective, including:
- wider involvement of employers;
- introducing a modular approach;
- developing interdisciplinary programmes;
- expanding apprenticeships and adult vocational education in schools.
