European leaders conclude talks at Hampton Court

The purpose of this meeting was to discuss how to maintain and strengthen social justice and competitiveness in the context of globalisation; Europes place in the world; and the security of its citizens.

The meeting was also attended by the leaders of Romania and Bulgaria who will join the EU in 2007, by Commission President Jose Manuel Barroso, Secretary-General of the Council of the EU and EU High Representative Javier Solana and by Josep Borrell, President of the European Parliament. The leaders of the two candidate countries, Turkey and Croatia were attending the working lunch.

The summit did give broad backing to the Commission's paper on facing the challenges of globalisation, which promotes labour market reforms and aims to train workers rather than protecting jobs. However, the EU-with-a-human-face centre-piece of the summit, a so-called globalisation fund to help absorb the shocks of delocalisations, will need more work to become a reality.
