Cedefop has long contributed to the conceptual and practical aspects of the European common tools, including the European Qualifications Framework (EQF) and the European Credit System for Vocational Education and Training (ECVET). These instruments are meant to complement each other, but each faces its own challenges in terms of implementation. In May, a Cedefop workshop, Mainstreaming ECVET to practitioners (30-31 May), examines a thus far neglected aspect of implementing the credit system: how the system affects training provisioners and their staff. Also this month, the Hungarian Presidency conference on the EQF (25-26/5) looks at the progress achieved across Europe, which challenges and tasks lie ahead, and what we have learned so far from Member States’ efforts to link their national qualification frameworks with the EQF.
Learning outcomes-based curricula are meant to be holistic, flexible, motivating and inclusive both for teachers and learners. But if they are to be successful, teachers must be properly trained, leaning environments must be properly designed and learning outcomes must be carefully defined and assessed. Nor should reforms focus too much on outcomes: learning inputs and pedagogical processes should not be neglected when developing VET curricula. These were among the topics discussed at a recent Cedefop workshop.

Cedefop’s recent research paper, Learning outcomes approaches in VET curricula, examines how these approaches are used in curriculum development in nine European countries: Germany, France, Ireland, the Netherlands, Poland, Romania, Slovenia Spain, and the UK (Scotland).

The aim of this workshop was to build on the results of the 1st workshop (Thessaloniki 11‐12 November 2008) and continue the follow up and analysis of the EQF test and pilot projects.
This communications is the 4th joint report focusing on progress towards agreed education and training objectives during the period 2007-2009. It is based on a detailed assessment of national reports and performance against a set of indicators and benchmarks.
